“Liberty Rising” [New York Times]: Billionaire Paul Fireman has been discussing a $4.6 billion project with optimistic New Jersey State officials for eight months, and the scope of Jersey City development has reached unprecedented levels. The site would abut his 160-acre golf course at 100 Caven Point Road, to the north where industrial offices still dominate.

The focal point of the project is dubbed “Liberty Rising”, a 95-story mixed-use tower housing luxury residences, a hotel, and other commercial establishments, including a casino and extensive retail. In addition, plans for “the world’s largest Ferris wheel and a 107,500-seat stadium for motor sports” are also in the works, but remain fragile. Mayor Steven Fulop of Jersey City has stated here’s “the opportunity to have a world-class facility on the waterftont. Paul Fireman is capable of executing something like this.” Bill Pascrell III, a lobbyist for the project, commented “maybe [the tower will] give something for New Yorkers to look at,” hinting at the iconic potential that could rival One World Trade Center across the Hudson River.

144 Clinton Street [Curbed]: Joseph P. Day Realty Corp. has put forth a six-story residential proposal before the Landmarks Preservation Commission that would replace a one-story structure at 144 Clinton Street, in Brooklyn Heights. The new four-unit building would feature “large windows wrapping around the corner,” and a façade made of “existing Art Deco elements on Clinton Street.”

383 Lafayette Street [Curbed]: NYU has revealed plans for a renovation and horizontal expansion of the existing four-story building at 383 Lafayette Street, in NoHo, building-out the vacant lot of 28 East 4th Street. Ennead Architects is leading the rehabilitation, which will feature a brick-façade and parapet reconstruction, masonry and window replacements, and reconfigurations of various building functions.

112 Ludlow Street [Bowery Boogie]: A five-story parking garage is currently being renovated at 112 Ludlow Street, in the Lower East Side, but now a residential conversion is being sought in the midst of partial demolition. If converted to apartments, 90 affordable housing units would be built.

1519 Bedford Avenue [Brownstoner]: The gas station on the southeast corner of Bedford Avenue and Lincoln Place — at 1519-1525, in Crown Heights — is now being marketed by Massey Knakal as a development site. “The property could fetch up to $30 million,” and the total building potential measures approximately 145,000 square feet, including affordable housing bonuses.

3 Hudson Boulevard [Commercial Observer]: “Construction workers [are] digging out the first phase of foundation” at 3 Hudson Boulevard, a 1,050-foot and 1.8 million square-foot mixed-use building planned for the Far West Side. Avison Young has “expressed confidence [the firm] could sign an anchor tenant in the next six months.”

East New York Rezoning [Crain’s New York]: According to a city planning report, “a reimagined Broadway Junction will anchor the revitalizing neighborhood” of East New York, rezoning set to help reach Mayor De Blasio’s affordable housing goal. The majority of the development will focus “along a 25-block span of Atlantic Avenue between Pennsylvania and Euclid Avenues.”

Midtown East Rezoning [Crain’s New York]: The second phase of Mayor De Blasio’s Midtown East Rezoning has been projected to be complete by Spring of 2015. The first meeting is scheduled for September, where a multitude of groups will come together to “conduct a ‘ground-up’ study of the proposed rezoning.” Phase one, which spans Vanderbilt Avenue, has already begun.
