Proposals Revised for Senior Housing Complex at Kreischer Mansion in Staten Island

The project team behind a sprawling senior housing complex in Staten Island recently returned to the Landmarks Preservation Commission (LPC) in an effort to gain enough support to begin work on the new development. Located atop a small hill at 4500 Arthur Kill Road, plans for the development include construction of 11 residential buildings surrounding the historic Kreischer Mansion.

Originally constructed in 1885, the Kreischer House is a two-and-a-half story mansion designed by architects Pallister and Pallister. The Victorian-era structure features a gabled roof with dormers, a balcony on the top floor, ornate porch railing, and a distinctive three-story tower at the northwest corner.

The proposed complex arrives in collaboration from developer Isaac Yomtovian and local architect Ronald D. Victorio. In response to criticisms from the LPC, the project team has reduced the height of the residential buildings, increased the distance between the buildings and the historic mansion, and provided additional specifications for the landscaping plan.

As previously reported by YIMBY, the 11 residential buildings would contain 48 condominiums. Each would top out at three stories with varying volumes and number of units within. The proposed exterior design appears to be unchanged and will comprise brick veneer at the ground level, clapboard siding, slanted roofs, and windows designed as complementary to the Kreischer Mansion.

Each of the new residential buildings will also support arrays of roof-level solar paneling to increase the development’s energy performance. The final component includes parking space for up to 101 vehicles.

To help entice the LPC’s approval, the project team also intends to repair and restore portions of the historic mansion that have not survived over time. The proposed scope of restoration includes façade repairs, a partial reconstruction of the lower-level porch and stairways, and reinstallation of existing doors, among other areas.
