A seven-story, fully affordable housing complex may be coming to Sunnyside, Queens. Led by non-profit developer Phipps Houses, the 167-unit building is proposed for 50-25 Barnett Avenue. Last week the local Community Board 2 voted in favor of the rezoning application needed to move forward on the project for residents with incomes between 40 and 80 percent of the area median income (AMI).

However the vote comes with several contingencies, as reported by Sunnyside Post. The board required Phipps to lower the top AMI band to 80 percent from 90 percent.

Phipps is also the property manager for Phipps Garden Apartments, another Sunnyside residential complex that has since fallen into disrepair. Over the next six months, Phipps has to complete several required repairs to the Gardens Apartments, including eliminating rodent and insect infestations, eliminating mold throughout the property, repainting common areas, and cleaning out dry wells. Phipps will also need to place new trash collection services, implement a landscaping plan. and carry out annual apartment inspections.

Community Board 2 is also requiring Phipps to use a third party to conduct tenant surveys, sharing results with the board and make the results available for it to review.

As YIMBY previously reported, partial funding for the project will be sourced from the Department of Housing Preservation and Development’s “Our Space Initiative” subsidy and the Housing Development Corporation, pending approval. Construction would be expected to take 24 months with full completion by 2023.
