Briarwood, a low-slung and middle-class neighborhood in central Queens, was largely downzoned to prevent development in 2008. But the developer-friendly zoning along Queens Boulevard was left in place. There, not too far from the Briarwood-Van Wyck Boulevard stop on the E and F trains, one builder plans to replace a small roadside diner with a seven-story, mixed-use apartment building.

The development would reach 70 feet into the air on the west side of Queens Boulevard, a block east of the Van Wyck Expressway and Maple Grove Cemetery. New building applications were filed yesterday for 64 apartments, 6,230 square feet of retail, and 1,784 square feet of community facility space. Those 64 units would be spread across 43,610 square feet of residential space, creating rental-sized average units of 680 square feet.

The cellar would hold a 32-car garage, plus nine above ground parking spots, which is slightly more parking than zoning requires.

The developer is Jamaica-based White Rock Management. The firm scooped up the property for $6,125,000 in June, paying roughly $120 for each square foot of their planned building. Joseph Sultana of Bayside-based JLS Designs will handle the architecture.

Demolition permits have not yet been filed for the diner.
