It’s been a decade since Thor Equities demolished the iconic Revere Sugar Refinery on the Red Hook waterfront. Now, they’ve finally filed plans for a five-story office building on the huge lot at 270 Richards Street, between Van Brunt and Dwight streets.
Yesterday, the City Council’s Land Use committee voted through a contentious bill that would impose deadlines on the Landmarks Preservation Commission and its process of designating historic properties. Preservationists and their allies on the City Council overwhelmingly oppose the bill, Intro 775-A, because it would force the LPC to consider buildings and historic districts within two years of being calendared.

Now, the Bed-Stuy-based firm has filed applications for eight stories of apartments at 15 East 19th Street, its sixth project in the neighborhood southeast of Prospect Park.
When we wrote about plans for 221 East 138th Street last summer, the developer hoped to include affordable housing in the new South Bronx apartment building. Now Anthony Gurino, of Tahoe Development, has decided to make the project in Mott Haven entirely market-rate, joining the ranks of a few other ambitious projects in this industrial neighborhood.
Over the past few years, new building applications have been filed and construction even started on a residential portion of the five-tower, 3.3-million-square-foot mixed-use Domino Sugar Refinery mega-development in Williamsburg, located immediately north of the Williamsburg Bridge. Now, new details and renderings have been revealed of the lesser-known office component of the project, the New York Post reported. The office portion will be anchored in the existing 11-story Havemeyers & Elder Filter, Pan & Finishing House, also known as the Domino Sugar Refinery, at 292-314 Kent Avenue, which is an individual landmark.
