Medical Marijuana Dispensary Files Plans at 425 Fulton Street, Downtown Brooklyn

Over the summer, medical marijuana company Palliatech signed a lease at 425 Fulton Street, between Pearl and Jay Streets in Downtown Brooklyn, with plans to open a dispensary.

Now the building’s landlord has filed alteration applications to transform 3,000 square feet on the second floor into retail space for the marijuana seller. The two-story, 6,000-square-foot building is commercial, but its current certificate of occupancy specifies that it’s a diner or franchise. So the owner needs to file permits in order to change the property’s use.

It’s a little surprising that plans for the dispensary are going forward, because the state Health Department refused to approve any medical marijuana licenses for Brooklyn when it released its list of dispensary locations in July. Maybe the state had a change of heart?

We don’t know whether the building has a tenant on the first floor. But as of July, it was still empty, and Massey Knakal was marketing the property.

Fred Colin of Manhasset-based Colin Development is the owner, and Rosenbaum Design Group, based in Lake Success, N.Y., applied for the permit. Colin picked up the property for $14,000,000 in December 2014.

Governor Cuomo signed a relatively strict medical marijuana program into law last year. It prohibits selling the drug within 1,000 feet of a school or church and only allows doctors to prescribe the drug to offer relief from 10 specific illnesses, including cancer, AIDS, Lou Gehrig’s disease, and epilepsy.

  1. This location is less than 1000 feet from both a school (Brooklyn Friends) and a church (Brooklyn Tabernacle). Not sure how this would fly.
