Shimshon Grunstein under the 4831 White Plains LLC is listed as the owner behind the applications.
The proposed 40-foot-tall development will yield 8,915 square feet, with 7,501 square feet designated for residential space. The building will have nine residences, most likely rentals based on the average unit scope of 833 square feet. The masonry-based structure will also have a penthouse.

Demolition permits were filed in October for the single-story structure on the lot. An estimated completion date has not been announced.
