Construction at Hamilton Green, a four-building, 860-unit complex officially broke ground this week. Led by RXR and The Cappelli Organization, the complex replaces the demolished While Plains Mall property, formerly addressed as 200 Hamilton Avenue.

In addition to 860 rental units, the Hamilton Green complex will have an underground parking garage, a variety of dining and retail destinations, office suites, and more than 50,000 square feet of public outdoor space. To celebrate commencement of construction, the developers were joined by local officials including White Plains mayor Thomas Roach who hopes the project will enliven the area with new dining options and publicly accessible outdoor space.

“Three blocks on Mamaroneck Avenue, you’re looking at windows, you’re looking at people, you’re saying hello to people who are out dining,” mayor Roach said at the ground breaking ceremony. “So that’s what we want to bring and that’s what we’re seeing here − we’re very happy to have this project here.”

The first phase of development includes the completion of two mixed-use towers. The first at 7 Cottage Place will top out at 12 stories and comprise 162 units. The second tower at 240 Hamilton Avenue will top out at 25 stories with 308 apartments. Additional components include 551 underground parking spaces and almost 55,000 square feet allotted for retail space.

Phase one constructed is expected to conclude by the end of 2025.

The two remaining towers, to be constructed in a second phase, will add 390 residential units, 441 parking spaces, and 45,000 square feet of retail.

When complete, the complex will offer 78 affordable housing units spread across the residential components.

Tenant amenity spaces announced last September included two outdoor courtyards totaling 5,000 square feet, multiple fitness centers, on-site daycare services, bike storage, screening rooms, and a community kitchen. Residents will also have access to a dog park, barbecue grills, fire pits, and a golf putting green.

Total construction costs for the Hamilton Green project are estimated at $650 million.
