The New York City Economic Development Corporation (NYCEDC) has issued a request for proposals (RFP) for the redevelopment of 150–160 West 100th Street on Manhattan’s Upper West Side. The plan involves the construction of a new mixed-income housing structure on the site of a city-owned low-rise building that houses the Bloomingdale branch of the New York Public Library (NYPL) and the Department of Health and Mental Hygiene’s (DOHMH) Riverside Health Center. The new development would include both market-rate and permanently affordable units and a new Bloomingdale library branch. Permanent off-site facilities for DOHMH services such as the Health Academy and Riverside Sexual Health Clinic would also be provisioned. The project site is located between Amsterdam and Columbus Avenues.
The initiative is part of the Adams administration’s housing and infrastructure agenda, aligned with Executive Order 43, the “Get Stuff Built” plan, and the “City of Yes for Families” initiative. The project also reflects the City’s “Living Libraries” model, which integrates housing development with public library improvements. This will be the fifth such project in the city, following similar redevelopments in Inwood, Grand Concourse, Brooklyn Heights, and Sunset Park.
As outlined in the RFP, respondents are encouraged to rezone the site to maximize housing production while incorporating civic infrastructure.
Transit nearby the project site includes the 96th Street stations, with service for the 1, 2, 3, B, and C trains.

In the redevelopment they should include a parking garage for the Precinct and Firehouse across the street.
This is a great idea. Currently it is underused space. Add the library and health facilities on the lower floors.
This is already one of the densest communities in NYC. Shutting the library for five years is bad news for the local kids. City land should be used for 100% permanent affordable housing, not as giveaways to private developers. And what’s wrong with open space?
Move the firehouse and police station into the new building and include enough staff parking to get rid of the mess on 100th street. Then replace the old fire and police buildings with another mixed-use multifamily building.
