City agencies are now reviewing proposals from BRP Companies to construct a new 14-story mixed-use building at 270 Nostrand Avenue in Bedford-Stuyvesant, Brooklyn. Before construction can begin, the developer needs to secure zoning text amendments for an increase in allowable building height and density.
In an official response to the Environmental Assessment Statement submitted by BRP Companies, the Department of City Planning does not foresee any significant adverse impacts on the surrounding community if the project were allowed to proceed. The analysis reviewed air quality, noise, hazardous materials in the surrounding earth, the presence of architecturally significant structures, and resulting shadows among other variables.
Designed by GF55 Partners, the building comprises 444,289 square feet and will top out at 154 feet including required mechanical bulkheads. The structure’s massing resembles a two-pronged fork with a large central courtyard.
The façade incorporates dark gray and red brick masonry, floor-to-ceiling windows wrapping the base of the building, and a sleek glazing system enclosing the upper levels. Along Dekalb and Nostrand Avenue, the upper levels are set back from the street wall to accommodate numerous outdoor terraces.
The residential component will span 420,876 square feet, which includes 487 units. Approximately thirty percent of the units, or a total of 144 apartments, would be designated for affordable housing and reserved for households earning 115 percent of the Area Median Income. It is anticipated that occupancy will max out around 1,334 residents.
Additional components include 22,285 square feet of retail, a two-level parking garage with bike storage, and a 1,128-square-foot community facility that will be debut as a medical office. The project team has not specified what sort of residential amenity spaces will be included in the development.
While it is not clear when construction will break ground, the developer anticipates completion by 2023 pending approvals.
