Located between Franklin Avenue and Ash Avenue, the lot is near the Main Street subway station, serviced by the 7 train. Meiyun Chen under the Winz Tower LLC is listed as the owner behind the applications.

The proposed 49-foot-tall development will yield 13,256 square feet, with 7,331 square feet designated for residential space and 1,857 square feet for commercial use.
