The affordable housing lottery has launched for 25 Water Street, a 32-story office-to-residential conversion and expansion in the Financial District of Manhattan. Designed by CetraRuddy and developed by GFP Real Estate, Metro Loft Management, and Rockwood Capital, the structure yields 1,300 residences. Available on NYC Housing Connect are 330 units for residents at 130 percent of the area median income (AMI), ranging in eligible income from $31,955 to $173,340.

Amenities include pet-friendly policies, doorman, on-site resident manager, concierge, package lockers, bike storage lockers, gym, spa, pool, community center, media room, party room, recreation room, business center, children’s playroom, storage, and outdoor terrace. Residences are equipped with washers and dryers in union, smart controls for heating and cooling, energy-efficient appliances, high-speed internet, and name-brand kitchen appliances, countertops, and finishes.

At 40 percent of the AMI, there are 48 studios with a monthly rent of $932 for incomes ranging from $31,955 to $49,720; 15 one-bedrooms with a monthly rent of $989 for incomes ranging from $33,909 to $55,920; two two-bedrooms with a monthly rent of $1,166 for incomes ranging from $39,978 to $67,080; and one three-bedroom with a monthly rent of $1,328 for incomes ranging from $45,532 to $77,040.

At 80 percent of the AMI, there are four studios with a monthly rent of $1,986 for incomes ranging from $72,000 to $124,150.

At 90 percent of the AMI, there are 186 studios with a monthly rent of $2,249 for incomes ranging from $77,109 to $111,870; 58 one-bedrooms with a monthly rent of $2,401 for incomes ranging from $82,320 to $125,820; ten two-bedrooms with a monthly rent of $2,861 for incomes ranging from $98,092 to $150,930; and six three-bedrooms with a monthly rent of $3,286 for incomes ranging from $112,663 to $173,340.
