The Avenir to Become a New Destination for Manhattan’s West Side

Silverstein Properties, alongside gaming partners Rush Street Gaming and Greenwood Gaming, has unveiled The Avenir — a $7 billion, mixed-use hotel, casino, entertainment, dining, and public art complex set to rise at 11th Avenue and 41st Street in Midtown West. If awarded a casino license, this development will redefine Manhattan’s Far West Side both architecturally and economically, while also meeting community and housing needs. The development team is currently securing approval from the Community Advisory Committee by September 30, 2025.

The empty site is located near the Javits Center, Times Square, and major transit hubs including Penn Station, the Port Authority Bus Terminal, the Lincoln Tunnel, and ferries to New Jersey. The Avenir will introduce a new architectural identity to an underutilized, transit-adjacent section of Manhattan. Designed by CetraRuddy Architecture, the 785-foot-tall development will feature a 1,000-room Hyatt hotel, a boutique 150-seat entertainment venue, a gaming facility, a skyline pool and spa, and a 24/7 Community Art Gallery showcasing local artists.

Perhaps most compelling is The Avenir’s anticipated economic impact. By its 10th year of operation, the project is projected to generate over $2.5 billion in revenue for the Metropolitan Transportation Authority. The Avenir is expected to generate the highest tax revenue of any proposed New York City casino, maximizing returns for New York State and NYC without the need for subsidies or incentives. It will provide more than 9,000 well-paying union jobs, split between construction and permanent roles in hospitality, culinary, and operations.

By clustering dining, lodging, entertainment, and art into a single footprint, The Avenir will bring new energy into an area that has long been underserved by such amenities. Anchoring the retail and hospitality offerings is a food hall with concepts from culinary icons Danny Meyer and Stephen Starr. The Avenir will also partner with Danny Meyer’s Hospitality Quotient and community organizations, offering extensive training and certification programs for local residents secure jobs and build sustainable careers.

The residential component includes over 2,000 new apartments, with 500 permanently affordable homes, primarily off site through the conversion of existing sites in Manhattan Community Board 4.

A projected $160 million from licensing will be allocated to community support through the eighth year, and $400 million over the first 20 years, benefiting schools, charities, and non-profits like Covenant House, GMHC, Win, and Hudson Guild. Plans also include a 10,000-square-foot facility for Rethink Food across from the property which will take excess food from the Avenir’s hotel, restaurant, and food hall to prepare meals for food-insecure residents in the neighborhood. Neighborhood safety is also projected to increase with the addition of 300 security staff, a NYPD outpost, neighborhood ambassadors, and upgraded street lighting.

If awarded a casino license, The Avenir is scheduled to open in 2031. After CAC approval, the proposal will undergo further review by the New York Gaming Facility Location Board and the Gaming Commission, with a final license decision expected by December 1, 2025, and a formal awarding before the end of 2025.   4. Of all the casino sites, this seems like a reasonable one, in that it won’t mess up a neighborhood that doesn’t want it.

  7. This project is actually taking efforts to include the neighborhood and make changes on their feedback – I think it would be a great addition to the area and finally bring the vacant lot to life! It’s about time!

  8. Got to admit I kinda like this casino proposal. It will fill a hole (in the skyline and at street level) that may never be filled otherwise. A casino near Javits Center also makes a lot of sense, as does the hotel and additional ballrooms.

    • That’s why I thought the casino proposal at Hudson yards also made sense. Being so close to Javits center

      • yes the western yards would gave gotten capped if they err, gambled to stayed in the game and won. it was by far my favored site because of that. the avenir site is fine, but will get filled quicker regardless. the problem with avenir is nearby times square is also a great site for a casino. larry needs a lucky bae to blow on his dice.

        • The western yards are being capped as we speak, so phase II of HY is moving forward without a casino as originally planned. I don’t think this site would or will move forward if they lose out. It will probably sit vacant for another decade or so.

          Not sure about the Times Square proposal. First, it won’t create as many construction jobs and the theater owners seem to be very strongly against it. Not sure why, but that’s a powerful group.

    Of course it’s silver, but the sculpted facade is quite nice. Will it be all-electric passive construction? That should be a given. If the promises for affordable housing and revenue for the MTA prove true, this is a good proposal.

  12. Perfect location for this type of project, especially with the Javits Center nearby. The NIMBY’s will still come out in full force…

  13. Best place for a casino: along the approaches to the Port Authority Bus Terminal and the Lincoln Tunnel. This is not space anyone will decry the loss of. But if I were the operator I’d prefer the proposal at the moribund 1515 Broadway at Times Square. Seems like a more natural fit for the venue.

  14. This is a much better location than the east midtown Solviev site at the old Con Ed site from 38th-40th, east of First Avenue, which will be debated from 4-9pm today at the Scandinavia House, and online on Youtube.
    We don’t need or want a casino in our residential or hospital neighborhood. It makes no sense and would tie up traffic on the FDR offramp that becomes Avenue C, introduce crime and undesirables without the Avinir’s onsite police enhancements. Ours would be a box underground because no one wants to deal with it while enjoying the park above (we want that part).

    I spoke at yesterday’s Silverstein presentation at the CCenter: if the development is anything like the day, it will be Class A all the way, as was my interaction with him at the WTC. It is perfect to complete the far west midtown area — travel access between the Lincoln and Holland tunnels, the West Side Highway, the 7 train. This team is “on it.”

    Imagine the 1980s when that entire area was full of cheap street walkers, creepy bars, dirty sidewalks…I don’t have to because I saw and was horrified by all that as a young engineer.

    To see that same area after countless environmental and development studies I was involved as an engineering consultant is transfixing. And the Avenir is the final peg in the development corkboard.

    We never got the Olympics or the NY Jets; this site makes me a bit glad given that is now proposed!

  16. Interesting to see New York also joining the Asian development paradigm of massive-scale mixed-use tower complexes, which if I’m not mistaken originated in Hong Kong decades ago and now can be found throughout that continent. For better or for worse.

    This seems like a good location for such a thing because that area is a mess.

    Too bad they didn’t build that 7 train station there that they had originally intended to.

    The Hudson Yards casino deal already got shot down by local residents and officials. Better off sticking that hot mess in Flushing next to Mets ballpark where nobody lives or cares.

  19. Build it. This is WAY better than the Times Square proposal which would seriously mess with the Broadway industry.

  20. while this post is clearly written by PR professionals, I am definitely coming around to this location and design. It makes sense – the area is a wasteland right now. It will compliment the javits center with additional space and amenities. I was all for Times Square, but have listened to the Broadway community which is against it and yeah it might be all a bit too much for midtown times square.

    Yes to mass transit upgrades (7 subway stop, maybe light rail).

    Still not sure Manhattan can handle a casino, but yes this to this site and the design is pretty good.

  22. The design is interesting and the neighborhood support is a plus as well, but I think a casino would be better in Queens – where development is needed, the airports are close, and it is NOT in Manhattan.

  23. The Rte 78 bus to Bethlehem, Pa casino, goes by all day taking NYC $$ out of state. Let it stop @ the PABT & keep the $ in NYC.

  25. Lets just get the casino in the right location and this one makes a lot of sense. Based on their presentation, Silverstein has put a lot of thought on how best to integrate this into the fabric of the neighborhood and make it an asset. That vacant site needs to get developed to fill that gap in the neighborhood and help make things more safe and this will do that in a way that also brings the community center and a ton of good food options. The Hotel will be there for Javits to help with that business. Not to mention the jobs, housing and community give-back affiliations.

    I’ll say it again, these licenses should be predicated on promised amenities opening before the casino does.

    These developers are going to build the casino at light speed then drag their feet on the housing, schools, parks, and whatever else they are touting.
