Catholic Charities Progress of Peoples Development Corporation, abbreviated as Catholic Charities, has begun construction on a new six-story affordable housing project for seniors in Astoria, Queens. Located at 23-11 31st Road, the project will debut as Bishop Valero Residence with 102 units designated for low-income seniors and the formerly homeless.
Designed by Dattner Architects, the building features a tan cementitious façade at the ground floor. The main massing is clad in red paneling with an irregular grid windows in a alternating pattern of recessed and protruding frames. The structure will span a total of 84,900 square feet.
In addition to the residential component, a 6,400-square-foot, 200-seat community senior center on the ground floor will be operated by Catholic Charities Neighborhood Services. On-site supportive services will include daily hot meals, educational forums, fitness classes, senior case management, and referral services.
“We are pleased to begin the construction of the Bishop Valero Residence,” said Monsignor Alfred LoPinto, CEO of Catholic Charities Brooklyn and Queens. “This project will provide much-needed housing to low-income seniors and supportive environment for formerly homeless, and allow the residents to live safely, comfortably, and independently for as long as possible.”
Total construction costs hover around $62 million. Project financing arrives in part from Low-Income Housing Tax Credits from the New York City Department of Housing Preservation and Development. Private contributors include Bank of America, Richman Housing Resources, and Barings.
“Bishop Valero Residence is a great example of how public-private partnerships, using federal low-income housing tax credit programs and HUD rental subsidy vouchers, can create affordable housing for low-income seniors and the formerly homeless,” said Kevin Hoffman, president of Richman Housing Resources LLC. “Richman is honored to be working with CCPOP, a longstanding New York City nonprofit dedicated to transforming communities and providing housing opportunities for those who need it the most.”
At this time, an official project timeline has not been released.

Yes they build all these so called affordable housing. But the income requirements are either too high or too low, so those off us who are “middle income” are left out.
