The New York City Public Housing Preservation Trust, in partnership with the New York City Housing Authority (NYCHA), has issued a Request for Qualifications to identify progressive design-build partners for major capital renovations at Hylan Houses in Bushwick, Brooklyn. The RFQ represents the Trust’s first solicitation under the progressive design-build model and marks a significant step toward modernizing the 65-year-old development, home to more than 400 residents in 209 apartments.
Hylan Houses is the fourth NYCHA development to vote to join the Trust and will be the first to use the progressive design-build process for project delivery. The RFQ begins a two-phase procurement process, through which qualified teams will be shortlisted based on experience and technical capability. Those teams will then advance to a Request for Proposals stage, submitting detailed plans for collaborative scoping, design, and construction. Residents will play a central role in selecting the design-builder and shaping the renovation priorities.
Established in 2022, the Trust is a public entity designed to unlock new federal funding for comprehensive upgrades to NYCHA properties while keeping developments 100 percent public. Under the Trust model, properties transition to the Project-Based Section 8 program, and residents retain their rights, including permanently affordable rents. NYCHA continues to manage day-to-day operations, while the Trust oversees modernization and accountability efforts to improve resident experiences.
