The Port Authority of New York and New Jersey have awarded a $1.24 billion contract to Skanska and Halmar International for the design and reconstruction of roadways at John F. Kennedy Airport in Queens. The scope of work includes central terminal area roadways, supporting infrastructure, and the Ground Transportation Center.
The project is a key part of the $19 billion public-private transformation of New York State’s largest airport.
Parsons Corporation will serve as lead designer for the project.
“The transformation of JFK into a global gateway that will rival the best in the world would not be complete without the roads, parking, and infrastructure to match,” said Port Authority chairman Kevin O’Toole. “When we are done, JFK will be as easy to access as it is beautiful to behold, serving as the front door to the region that it deserves.”
The goal is to improve roadway and pavement configuration, bring enhanced traffic technologies to the aging facility, and construct new vehicular bridges. The project will also create a 1,950-vehicle parking garage, a pedestrian connector from the new parking facility to New Terminal One, and expanded green spaces.
“Home to one of the busiest airports in the United States’ largest city, JFK International Airport is part of our nation’s economic engine,” said Mark Fialkowski, president of mobility solutions business unit for Parsons. “The new two main loops will simplify roadway operation and create a more travel-friendly experience for the more than 62 million passengers who come through JFK each year.”
The selected project team was also required to deliver a design that is in sync with the authority’s commitment to sustainability, targeting Envision v3 gold and USGBC Parksmart silver certifications.
The project is expected to be completed by December 2027.

Wasnt the roadways just re-configured say 5 years ago ?
This is the third incarnation of JFK (Idlewild). I’m 75 y/o and well remember the first one.
With all that proposed construction, I would suggest you leave an extra WEEK early to make that flight? 🤔🛩
