The Department of City Planning recently reviewed rezoning proposals from Sheepshead Nursing Rehabilitation Center to facilitate the construction of a new dialysis center and critical upgrades to the building’s mechanical systems. The property is located at 2840 Knapp Street in Sheepshead Bay, Brooklyn with frontage along Brigham Street, Shore Parkway, and Knapp Street.

The existing nursing home was developed in the late 1960s and contains six stories with a basement. The building’s floor area comprises 80,875 square feet and currently supports 200 beds and 18 surface-level parking spaces. A single curb cut exists on the lot along Brigham Street that provides access to a loading dock and the parking area.

The renovations primarily consist of modifications to the ground floor and basement facility, as well as much-needed mechanical renovations. This includes moving the mechanical equipment from the ground floor to the roof and providing an on-site dialysis facility in its place. The overall bulk of the building would not change, but the bulkhead will be renovated to accommodate the relocated mechanical equipment.

In connection with the proposed rezoning, a new 20-space attended parking area would be provided within the basement.

Current zoning, established after construction of the building, is restricted to low-rise residential use. Given the building’s existing density and height, which exceeds area zoning, on-site expansion is essentially impossible without a text amendment.

Lipkaw Realty, the primary entity that submitted the proposals, estimates six to eight months of construction completed in a single phase. If approved, the property could be fully operational by 2022.
