Renovation work is complete on the Whitehall Building, a 31-story mixed-use building at 17 Battery Place in Manhattan‘s Financial District. Designed by GACE and Thornton Tomasetti and developed by the Moinian Group, the two-year project focused on the restoration of the building’s Renaissance Revival exterior to the historical conditions of its completion in 1910. Yates Exterior Restoration Services was the contractor for the property, which is located at the intersection of Battery Place and West Street.
Restoration work focused on the building’s pediment and added more than 3,000 new ornamental terracotta pieces. A notable component of the restoration was the replication of carved limestone using glass-fiber reinforced concrete, a method sanctioned by the New York City Landmark Preservation Commission. The project team also undertook the replacement of an arched cornice with GFRC, involving complex steel framing and masonry reinforcement.
“Due to our specialization in this type of work, we were brought in by the construction team after an ordinary FISP project revealed substantial structural deterioration requiring extensive restoration and replacement of the building’s defining architectural elements,” said Michael Yates, president of Yates Exterior Restoration Services. “Naturally, we had a great respect for the architectural significance of the building and the monumental scale of the elements we were being called upon to restore, so we were very pleased at the opportunity to become involved with this project.
“Fortunately, we were working with a stellar design team in GACE and Thornton Tomasetti, and a building owner who not only respected the rich history of the property but encouraged the use of best-in-class materials and construction methods. We are very proud of our association with this project.”

No, the Whitehall Building isn’t on Whitehall Street. The building you went to was at the foot of Whitehall Street opposite One New York Plaza. It’s now reskinned in black glass I believe and was a fitness club before that.

No, that building is long gone, replaced by a bland skyscraper. This building is on Battery Place, which is a couple of blocks away from Whitehall Street (which runs north-south for 2 or 3 blocks before becoming Broadway.)
The old Army Building was altered in 1986 with additional floors and a glass facade. It is called 3 New York Plaza today.
This building is not on Whitehall; it is on Battery Place. Next to the entrance to the Men in Black headquarters.
