Governor Kathy Hochul and project stakeholders celebrated the completion of Highgarden Tower, a 219-unit affordable apartment building at 11 Garden Street in New Rochelle, Westchester County. Developed by Georgica Green Ventures, LLC, the $135 million development is located directly adjacent to the New Rochelle train station and Bee-Line bus stop.
All units at Highgarden Tower are available to households earning up to 80 percent of the area median income, with 77 apartments reserved for households needing on-site support services including counseling, safety planning, health coaching, or financial coaching.
The property offers residents 8,000 square feet of incubation space contributed by the City of New Rochelle to expand and develop small businesses. The building features resident parking, community lounges, laundry facilities, a gym, a children’s playroom, and an adjacent green space.
Highgarden Tower was supported by various state agencies and programs, including the New York State Homes and Community Renewal, the Department of Environmental Conservation’s Brownfield Cleanup Program, and the Empire State Supportive Housing Initiative through the Office of Temporary and Disability Assistance.
“In the midst of a statewide housing crisis, Highgarden Tower’s 219 affordable apartments address a critical need,” said New Rochelle Mayor Yadira Ramos-Herbert. “As the fastest growing city in Westchester County and a designated Pro-Housing Community by Governor Hochul, buildings like Highgarden Tower ensure that New Rochelle remains a livable and accessible city for all.”
