Governor Hochul Signs Bill To Increase Speed Of Delivery For New Projects In New York City

Last week, New York Governor Kathy Hochul signed legislation enabling the use of progressive design-build and construction manager build methods in a bid to cut down project timelines and costs by replacing outdated design-bid-build models. A report released last week highlights the city’s implementation of all 39 recommendations from the Capital Process Reform Task Force, created in 2022 to streamline construction processes. These changes aim to deliver public infrastructure faster and more efficiently across the five boroughs.
The reforms include consolidating design and construction procurements, introducing electronic bidding, and eliminating redundant reviews. Notable projects already benefiting from the changes include the Shirley Chisholm Recreation Center in Brooklyn and the Mary Cali Dalton Recreation Center in Staten Island, both of which are expected to be completed two years ahead of schedule with millions in cost savings. By modernizing procurement processes, the city also increases opportunities for minority- and women-owned businesses and enhances transparency in project timelines and budgets.
These advancements come amid broader efforts to address climate resilience, community connectivity, and economic development. Key stakeholders, including the Department of Design and Construction, emphasize how these reforms will expedite projects like drainage systems in Queens and cultural infrastructure upgrades.
“The Adams administration has prioritized capital process reform, and I am proud to see meaningful progress with removing barriers and making changes necessary to build better public assets,” said Lorraine Grillo, former First Deputy Mayor who launched the Capital Process Reform Task Force in 2022. “These state laws represent a real turning point for our city’s ability to build better and reflect strong support of the design and construction industry. I want to especially applaud DDC and Commissioner Foley for his leadership in implementing these reforms, which will benefit all New Yorkers.”
