HPD Targets 250 Buildings Across NYC In 2025 Alternative Enforcement Program

The New York City Department of Housing Preservation and Development (HPD) has announced the 2025 round of its Alternative Enforcement Program (AEP), targeting 250 buildings across all five boroughs with persistent housing violations. Now in its 18th year, the program aims to address 53,986 open violations citywide and recover nearly $3 million in emergency repair costs. Alongside the AEP, HPD has also launched its first Certification Watchlist to flag properties with falsely certified repair completions.

The buildings selected for this year’s AEP include approximately 6,830 housing units, with violations ranging from mold and rodent infestations to inoperable self-closing doors and lead-based paint. Among the properties with the highest number of serious violations is 35-64 84th Street in Queens, with over 900 open B and C class violations. HPD initiated litigation against the building’s owner in 2024 and has spent $87,000 on emergency repairs at the site. If the property fails to comply, a $110,000 penalty may be imposed, and a court order could mandate systemic repairs.

In parallel, HPD’s Housing Litigation Division is actively pursuing legal action against owners of 134 buildings to compel compliance, including 52 HPD-initiated comprehensive cases. To exit the AEP, building owners must correct heat and hot water issues, resolve at least 80 percent of mold and pest violations, and either pay or arrange payment for emergency repair charges. Continued noncompliance can lead to Orders to Correct and further legal enforcement.
