Gilbane Development, in partnership with Blue Sea Development, Artspace, and the City and State of New York, has secured $254 million in financing for the Brownsville Arts Center & Apartments, a new mixed-use development at 366 Rockaway Avenue in Brownsville, Brooklyn. Designed by Aufgang Architects, the project will yield 283 affordable apartments and a 28,000-square-foot arts center.
Brownsville Arts Center & Apartments will span approximately 263,000 square feet with studio to three-bedroom units, affordable to households earning 30 to 70 percent of area median income. The property will also include supportive housing units for formerly homeless individuals. The cultural center will feature a 3,440-square-foot flexible performance, rehearsal, and studio space, with Artspace acting as a limited partner overseeing master leasing of the commercial spaces.
The project was awarded through a competitive New York City Department of Housing Preservation and Development (HPD) RFP process and is part of the city’s “Brownsville Plan,” aimed at integrating affordable housing with community-building infrastructure. Efficiency targets include PHIUS 2021 CORE, LEED Platinum, ENERGY STAR, Indoor airPLUS, and Fitwel certifications. Construction is expected to begin in July 2025, with completion slated for December 2027.
