The affordable housing lottery has launched for 354 East 28th Street, a five-story residential building in East Flatbush, Brooklyn. Designed by NA Design Studio and developed by Charles Wurzberger of Candor Capital One, the structure yields 33 residences. Available on NYC Housing Connect are seven units for residents at 80 percent of the area median income (AMI), ranging in eligible income from $88,903 to $140,000.
Amenities include a gymnasium, recreation room, coworking space, rooftop terrace, shared laundry room, common area Wi-Fi, package lockers, recycling center, elevator, and a green space. Residences are equipped with air conditioning, intercoms, high-speed internet, and name-brand kitchen appliances, countertops, and finishes. Tenants are responsible for electricity including stove, hot water, and heat.
At 80 percent of the AMI, there are three one-bedrooms with a monthly rent of $2,092 for incomes ranging from $88,903 to $116,640, and four two-bedrooms with a monthly rent of $2,419 for incomes ranging from $110,538 to $140,000.
Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than January 13, 2026.
