The New York City Housing Authority (NYCHA) has finalized the transfer of development rights for Lebechi East, a planned 11-story affordable housing development at 1546 East New York Avenue in Brownsville, Brooklyn. The project will be built on the site of a long-abandoned NYPD station house and marks NYCHA’s first use of the federal Transfer of Assistance tool under HUD’s Rental Assistance Demonstration (RAD) program. Work is being led by Xenolith Partners LLC and Family Services Network of New York, Inc., with support from various city and state housing agencies. The property is located near the corner of Rockaway Avenue.
Following NYCHA Board approval in March 2025, the transaction included the transfer of 38,000 square feet of development rights and 6,200 square feet of land adjacent to Howard Houses. The building will include 95 affordable units for households earning between 30 to 60 percent of area median income (AMI), with 60 percent of units dedicated to supportive housing for individuals and families formerly experiencing homelessness. Eight apartments will be reserved for existing Howard Houses residents under the Project-Based Section 8 program, while 11 more will be made available to NYCHA residents citywide through HPD’s Housing Connect lottery. A 5,000-square-foot community facility will provide health services on site.
Financing for the project includes approximately $23 million in equity from New York State Homes and Community Renewal’s (HCR) Low-Income Housing Tax Credit program, along with additional funding from HCR’s Supportive Housing Opportunity Program, Community Investment Fund, and Clean Energy Initiative. The New York City Department of Housing Preservation and Development (HPD) is also backing the project through its Supportive Housing Loan Program. Additional funding sources include Webster Bank and City Council Reso A funds, with supportive services offered by the New York State Office of Mental Health’s Empire State Supportive Housing Initiative.
The closest subway from 1546 East New York Avenue is the 3 train at the Sutter Avenue–Rutland Road station, Saratoga Avenue station, and the Rockaway Avenue station.

Not sure you understand what brutalism is.
I’m pretty sure he does and you apparently don’t. Is the color throwing you off??
Brutalism is a specific style and category of architecture that doesn’t have much to do with being “brutal”.
This needs to be double the size. This community needs far more affordable housing.
I Pray that the people that live in these areas have an opportunity to move into these new projects a d not pushed out of our neighborhoods that we’ve lived all our lives
