The affordable housing lottery recently launched for Phase1A of Innovative Urban Village at 30 Inspiration Lane in East New York, Brooklyn. Designed by Practice for Architecture and Urbanism (PAU) and SLCE Architects and developed in a joint venture between the Christian Cultural Center, Gotham Organization, and Monadnock Development, the $270 million master plan calls for affordable and supportive housing across 10.5 acres on the campus of the Christian Cultural Center.

Phase 1A spans 437,000 square feet and will yield a total of 385 affordable rental apartments, nearly 17,000 square feet of commercial space for a full-service grocery store, and 82 below-grade parking spaces. The property is located at the corner of Pennsylvania and Flatlands Avenues.

Of Phase 1A’s 385 apartments, 291 are part of the lottery for households – spanning one to six people per household – earning between 30 and 80 percent of the area median income (AMI), or $23,040 to $150,400. Units are priced at $561 per month for studios, up to $2,691 per month for three-bedrooms. The remaining 94 units are reserved for individuals and families in need of on-site supportive services, and for survivors of domestic violence. These services, provided by Urban Resource Institute, will include case management, legal support, nutritional counseling, and other social services.

Residential amenities will include communal laundry rooms, bike storage, a fitness center, an outdoor terrace, a children’s playroom, a computer room, and a residents’ lounge. There will also be a performing arts center, a workforce development center, and landscaping with walking paths.

The renderings show the buildings clad in a white and brown brick surrounding grids of punched windows. The structures feature upper-level setbacks topped with landscaped terraces as well as communal roof decks.

The Innovative Urban Village master plan will yield a total of around 2,000 affordable apartments across ten new buildings, public green spaces, community facilities with childcare and senior services, workforce development centers, and a performing arts venue. Sustainable features will include all-electric heating and cooling systems, solar panels, green roofs, electric vehicle charging stations, low-flow fixtures, LED lighting, and Energy Star appliances.

The second stage, Phase 1B, is slated for completion in July 2027. It will be comprised of two mixed-use buildings spanning approximately 493,000 square feet and yielding 453 affordable rental units, nearly 12,000 square feet of community space, 10,000 square feet of retail space, and 102 underground parking spaces. The entire Innovative Urban Village is expected to complete construction by 2031.

The nearest subway from the development is the L train at the East 105th Street station to the west.
