Renovations are finished on Reid & Park Rock, a $636 million rehabilitation of 15 New York City Housing Authority developments in Brooklyn. Completed through NYCHA’s Permanent Affordability Commitment Together (PACT) program by the Reid Park Rock PACT Partners, a team of Fairstead, BRP Companies, Urbane, and the Local Development Corporation of East New York, the project modernized 1,696 affordable homes across 87 residential buildings for nearly 3,000 residents. The scope also included upgraded lobbies and common areas, new storefronts and community spaces, free community-wide Wi-Fi, and extensive site, landscaping, and outdoor amenity improvements. The properties are scattered across the East Brooklyn neighborhoods of Brownsville, Ocean Hill, East New York, and Crown Heights.

The ribbon cutting on October 15 came nearly three years after our last update in December 2023, when NYCHA and the partner team closed on $635.6 million in financing for the project. The portfolio converted from traditional Section 9 assistance to Project-Based Section 8 through the federal Rental Assistance Demonstration program on November 28, 2023. Construction began in April 2024, and the authority’s compliance tracker recorded the work at 97 percent complete as of the first quarter of this year.

Work reached every apartment and common area across the 15 developments. Units received upgraded kitchens and bathrooms, new floors, appliances, fixtures, and finishes, while the buildings gained modernized heating and ventilation systems, restored façades, enhanced security infrastructure and access control, improved lighting, elevator upgrades, and accessibility improvements.

Beyond the physical scope, residents now have access to expanded support services through Black Veterans for Social Justice, which offers case management and connects families to healthy food programs, workforce development opportunities, youth programming, and senior services.
