Financing Secured For Campos Plaza II Renovation In East Village, Manhattan

The New York City Housing Authority (NYCHA) has closed on $92.5 million in financing for the renovation of Campos Plaza II, a two-building residential development in Manhattan’s East Village. The project, part of NYCHA’s Permanent Affordability Commitment Together (PACT) initiative, will modernize 224 apartments housing more than 450 residents. Development partners L+M Development Partners, Type A Projects, and Henge Development will lead the rehabilitation.

The buildings have transitioned to Project-Based Section 8 under the federal Rental Assistance Demonstration (RAD) program, unlocking funding to overhaul building systems, upgrade apartments, and revamp shared spaces. Planned improvements include façade and roof repairs, elevator modernization, new windows, enhanced security systems, and ADA-compliant access routes. Apartments will undergo full kitchen and bathroom renovations, receive new appliances and finishes, and be equipped with energy-efficient Midea window heat pump units as part of the Clean Heat for All program. Outdoor improvements will include new landscaping, play equipment, seating areas, and a sidewalk art installation.

Resident amenities include a new fitness center, supportive services office, and community space for adults. Social services will be expanded through Henry Street Settlement, offering programming and case management for all households. University Settlement will continue operating youth programs at a renovated Cornerstone community center.

Renovation plans were developed in collaboration with residents and are detailed in a Community Plan to be distributed before construction begins. The project is expected to take approximately three years.

      Considering that all building systems including heating, roofs, electrical, plumbing, grounds, etc that amount is not that high
