North White Plains Complex Set for Groundbreaking at 20 Haarlem and 27 Holland Avenue in White Plains, Westchester County

Renderings have been revealed for North White Plains, a complex of two abutting six-story residential buildings at 20 Haarlem Avenue and 27 Holland Avenue in White Plains, Westchester County. Designed by Perkins Eastman and developed by NW Plains Venture LLC, the $178 million project will yield 296 units along with ground-floor retail and a two-story, 393-vehicle parking garage. The 2.44-acre property is located directly next to the North White Plains Metro-North train station.

The development is the first to receive funding under New York State Homes and Community Renewal’s Housing Acceleration Fund.

The above rendering shows 20 Haarlem Avenue, while the below previews 27 Holland Avenue. Both structures will be clad in red and earth-toned brick surrounding windows with black metal mullions and spandrels. The ground floors will feature double-height glass and metal canopies.

20 Haarlem Avenue, also known as Building A, will feature 163 units, ground-floor retail space, and 216 parking spaces. 27 Holland Avenue will house the remaining 133 apartments and 164 parking spaces. Units will be divided into 59 studios, 148 one-bedrooms, and 89 two-bedrooms. Of the total inventory, 30 percent will be designated as affordable housing, including five for households earning between 50 and 60 percent of the area median income (AMI), and 25 reserved for households earning up to 110 percent of the AMI.

Residential amenities will include a fitness room, bike racks, landscaped outdoor courtyards, and a lounge. There will also be a new public park spanning roughly 15,000 square feet.

Financing was secured from both private and public funds, including $120.6 million from Merchants Capital, $18 million from HCR’s Housing Acceleration Fund, $10 million from The Community Preservation Corporation, and $29.7 million in equity from Basis Investment Group and BRP Companies. HCR will receive its investment back with 3 percent interest when the project is finished, and will then put the money toward funding other housing projects. The Housing Acceleration Fund program is expected to generate $1 billion in economic investments in communities throughout the state of New York.

Plans were approved by the city in August 2021, and construction is expected to imminently begin.
