The New York City Economic Development Corporation (NYCEDC) has launched a year-long pilot of the Circular Construction Hub at MADE Bush Terminal, the 20-acre adaptive reuse campus at 13 42nd Street in Sunset Park, Brooklyn. The hub will be operated by Our Temenos, a Brooklyn-based certified M/WBE ecological landscaping firm, and will focus on the recovery, sorting, storage, and redistribution of select construction materials. The initiative marks the first award issued under NYCEDC’s “Ideas for Impact” Request for Expressions of Interest, an open solicitation inviting nonprofits, startups, academic institutions, and community organizations to propose partnerships advancing the agency’s economic development priorities.

The pilot is designed to divert reusable material from the waste stream while generating real-world data on the feasibility of reuse-oriented supply chains. Our Temenos will test material intake, handling, and resale activities, and NYCEDC will evaluate the long-term operational model and economic viability through data collection. Findings are expected to inform the infrastructure investments needed to scale interim material storage and reprocessing citywide.

Our Temenos founder Rosemarie Miner described the hub as “a hyperlocal resource” for small construction businesses facing volatile supply chains. The firm is a graduate of NYCEDC’s Waterfront Pathways Program and participated in its ConstructNYC Green Training program, a 39-hour module on circular construction management. The announcement drew support from DSNY, the AIA New York chapter, The Durst Organization, and State Senator Brian Kavanagh, who chairs the Senate Housing Committee.
The campus occupies part of the former Bush Terminal complex, the rail-marine freight terminal developed by Irving T. Bush beginning in the 1890s, which the City of New York purchased in 1971. The hub joins a broader buildout of green-economy infrastructure across NYCEDC’s 200-acre Sunset Park District, including the BATWorks climate innovation hub at the Brooklyn Army Terminal and the ongoing transformation of the South Brooklyn Marine Terminal into one of the nation’s largest offshore wind ports.
