A Request for Qualifications has been released for the full reconstruction of the Riegelmann Boardwalk in Coney Island, Brooklyn. Issued jointly by the New York City Economic Development Corporation and the New York City Department of Parks and Recreation, the solicitation seeks a progressive design-build team to rebuild the nearly century-old structure from the piles up, marking the first formal step in delivering the city’s more than $1 billion commitment to the waterfront. The reconstruction will replace the boardwalk’s structural piles, decking, and utilities along its full 2.4-mile length between West 37th Street and Brighton 15th Street, according to the documents.
Selection of the design-build team is expected in spring 2027.
The RFQ arrives roughly ten months after our last update in December 2025, when Mayor Eric Adams announced the $1 billion commitment to revitalize the Coney Island shoreline. That package pairs the boardwalk reconstruction with 1,500 new mixed-income homes, 25 percent of which will be affordable, as well as street, sewer, and public-realm upgrades and a $42 million renovation of the Abe Stark Sports Center. The Abe Stark work, which will upgrade the ice skating facilities and create a new entrance and signage on the boardwalk, is separately funded and proceeding on its own timeline.

Beyond the structural work below the deck, the project will upgrade access points with new accessible ramps and plazas and renovate more than a dozen adjacent NYC Parks buildings, including lifeguard stations and public restrooms. The construction process will prioritize maintaining boardwalk and beach access during peak summer seasons.
Under the progressive design-build model, the city selects a single team for both design and construction, allowing the design to develop in collaboration with the city and the community while cost and schedule are refined as the design advances. Responses to the RFQ are due November 4, with an optional information session on October 9. A Request for Proposals will go to a shortlist of qualified teams this winter.
