L+M Files a 54-Story Tower at 23 Park Row in the Financial District

L+M Development and the owners of J&R Music are pushing forward with plans to erect a 54-story, mixed-use tower at 23 Park Row, across the street from City Hall Park in the Financial District.

Applications filed Friday call for a 691-foot-tall building on the site of a former J&R store. The first four floors will be devoted to 52,586 square feet of retail. Back in 2014, The Real Deal reported that the owners wanted to build “an unprecedented retailing concept and social mecca,” but didn’t reveal whether J&R would return in the commercial space.

A host of residential amenities would fill the fifth floor, including a roof terrace, a playroom, lounge, and gym. Apartments would start on the sixth floor, with five units, and dwindle down to just one full-floor unit apiece on the top four floors. The development would have just 108 apartments split across 213,072 square feet of residential space. The average unit would measure about 1,970 square feet. Condos seem like a very strong possibility.

There would also be a 13-car garage on the first floor and a pet grooming room, tenant storage, and laundry in the cellar. Residents will also be able to enjoy a shared roof terrace on the 52nd floor.

COOKFOX Architects are handling the design.

The development site includes three commercial buildings at 23-32 Park Row, which used to hold pieces of J&R’s electronics store. Owners Joe and Rachelle Friedman gradually shifted the store’s operations to the corner building at 1-15 Park Row. The flagship shut its doors in April of 2014, but later re-opened in Century 21 on Cortlandt Street.

Demolition plans were filed and approved for the three buildings in January.

  1. Yes…over half of one hundred-story, I must stretch my neck to sky and look at the tower.

  2. Demolition is well underway at this site.

    This is exciting. It’s such a high-profile location. The old buildings were pretty ugly. I hope this new project looks nice. I can’t wait to see renderings.
