Housing Lottery Launches for 1 Gouverneur Lane in Manhattan’s Financial District

The affordable housing lottery has launched for 1 Gouverneur Lane, a 26-story office-to-residential conversion in the Financial District, Manhattan. Developed by the Vanbarton Group with design by CetraRuddy Architecture, the structure will yield 647 residences upon its completion in 2027. Available on NYC Housing Connect are 162 units for residents at 40 to 100 percent of the area median income (AMI), ranging in eligible income from $40,526 to $152,700.

Amenities will include pet-friendly policies, a dog park, a dog washing station, package lockers, elevator, bike storage lockers, a shared laundry room, and laundry service. Other offerings will include a gym, spa, yoga and dance studio, media room, party room, community events and classes, business center, children’s playroom, outdoor terrace, storage, doorman, on-site resident manager, and concierge.

Residences will be equipped with washers and dryers, air conditioning, smart controls for heating and cooling, charging outlets with USB ports, and name-brand kitchen appliances, countertops, and finishes. Tenants will be responsible for electricity including stove. Rent will include water, gas, and heat.

At 40 percent of the AMI, there are 33 one-bedrooms with a monthly rent of $1,056 for incomes ranging from $40,526 to $61,080.

At 80 percent of the AMI, there are 20 one-bedrooms with a monthly rent of $2,234 for incomes ranging from $80,915 to $122,160, and 20 two-bedrooms with a monthly rent of $2,664 for incomes ranging from $97,063 to $146,560.

At 100 percent of the AMI, there are 83 studios with a monthly rent of $2,643 for incomes ranging from $94,423 to $135,700, and six one-bedrooms with a monthly rent of $2,823 for incomes ranging from $101,109 to $152,700.

Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than November 17, 2026.
