Construction is nearing completion on 22 Chapel Street, a 20-story residential building in Downtown Brooklyn. Designed by CetraRuddy and developed by Delshah Capital and OTL Enterprises, the 211-foot-tall reinforced concrete structure spans 133,181 square feet and will yield 180 apartments, of which 25 will be designated for affordable housing. The property is also reported to contain a branch of START Treatment & Recovery Center, New York’s largest independent drug treatment agency. Titanium Construction Services Inc. is the general contractor for the development, which is being built between Flatbush Avenue Extension to the east, Chapel Street to the north, Cathedral Place to the south, and Jay Street to the west.
At the time of our last update in September, façade installation was still progressing behind an assembly of scaffolding and construction netting that covered the entire tower. This has since been removed, revealing the finished look of the lively design with its white-paneled façade and grid of irregularly sized windows.
The most interesting elevation is the eastern side, which features multiple corners and angled walls that are best appreciated when viewed from directly below.
Nearly all of the exterior has been completed, with the only the ground-floor and entrance on the eastern elevation facing Flatbush Avenue Extension outstanding. The frontage is currently in the process of being assembled behind the sidewalk scaffolding and construction boards. This section utilizes dark paneling stretching north and south from Chapel Street to Cathedral Place with several windows temporarily plastered with signage announcing leasing for the property.
22 Chapel Street is also expected to contain 2,000 square feet of ground-floor retail space and community facilities spanning 5,000 square feet. The rental units will occupy the third through 20th floors, with amenities including 87 private parking spaces for occupants, a fitness center, a children’s playroom, a rooftop swimming pool on the 15th floor, and an outdoor rooftop terrace.
Work is set to finish in winter 2022, as stated on the construction board.

I can’t tell, either…. I like the front elevation, but the back—one side looks like a hotel/Miami Beach, and the other side has wacky fenestrations! Maybe better in person?
