The affordable housing lottery has launched for Ruby, a 22-story, two-tower mixed-use development at 241 West 28th Street in Chelsea, Manhattan. Designed by COOKFOX Architects and developed by MAG Partners, Atalaya, Safanad, and Qualitas, the structure yields 480 residences. Available on NYC Housing Connect are 144 units for residents at 70 to 130 percent of the area median income (AMI), ranging in eligible income from $48,138 to $187,330.
Amenities include pet-friendly policies, a dog washing station, shared laundry room, bike storage, gym, pool and pool deck, media room, children’s playroom, storage, and various outdoor areas including a rooftop terrace. Units come with washers and dryers, air conditioning, energy-efficient appliances, and name-brand kitchen appliances, countertops, and finishes. Tenants are responsible for electricity. Rent includes gas stove, hot water, and heat.
At 70 percent of the AMI, there are 19 studios with a monthly rent of $1,329 for incomes ranging from $48,138 to $74,760; 25 one-bedrooms with a monthly rent of $1,420 for incomes ranging from $51,600 to $84,070; three two-bedrooms with a monthly rent of $1,699 for incomes ranging from $62,023 to $100,870; and one three-bedroom with a monthly rent of $1,954 for incomes ranging from $71,658 to $115,850.
At 80 percent of the AMI, there are 20 studios with a monthly rent of $1,528 for incomes ranging from $54,960 to $85,440; 24 one-bedrooms with a monthly rent of $1,634 for incomes ranging from $58,938 to $96,080; and four two-bedrooms with a monthly rent of $1,955 for incomes ranging from $70,800 to $115,280.
At 130 percent of the AMI, there are 19 studios with a monthly rent of $2,960 for incomes ranging from $101,486 to $138,840; 26 one-bedrooms with a monthly rent of $3,169 for incomes ranging from $108,652 to $156,130; and three two-bedrooms with a monthly rent of $3,793 for incomes ranging from $130,046 to $187,330.
Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than March 27, 2023.
