33 Westchester Place Rises Above New Rochelle, New York

Construction is rising on 33 Westchester Place, a 27-story residential tower in downtown New Rochelle, New York. Designed by Fogarty Finger and developed by Allstate Ventures, the structure is the third and final component in the Westchester Place master plan and will yield 315 rental units in studio to two-bedroom layouts. EXR is handing marketing and leasing for the property, which is alternately addressed as 316 Huguenot Place and bound by Huguenot Street to the northwest and Westchester Place to the southeast.

Work has moved along steadily since construction broke ground last spring. Recent photographs show the reinforced concrete superstructure nearing the halfway mark and metal frame studs beginning to frame out the lower stories. Black netting covers the northern face and the construction hoist is attached to the western corner of the podium.

Renderings depict the tower clad in white terracotta paneling surrounding floor-to-ceiling windows with gold-hued frames. The gold ornamental touches are used more extensively on the lower levels, which include undulating perforated metal panels. A shallow setback atop the podium is shown topped with a landscaped terrace, and the ground floor features an expansive glass wall for retail frontage.

Allstate Ventures completed an environmental remediation of the former brownfield site before construction began. The project is being financed with a $150 million loan, including support from private lender Enhanced Capital, a brownfield tax credit bridge loan, and $31 million in C-PACE financing facilitated by Energy Improvement Corp.

Rental apartments will occupy floors four through 26. Residential amenities will include a fitness center with separate studio spaces, a 2,000-square-foot coworking suite with private meeting rooms, a screening room, outdoor barbecue grills, multiple indoor lounges, and on-site valet parking. Tenants will also have access to a rooftop Sky Lounge with a pool and a connected outdoor terrace.

Additional buildings at Westchester Place include The Arc, a 16-story residential building and The Atelier, a seven-story affordable artists’ residential building. The property is a short walk to the south of the New Rochelle Metro-North train station.

YIMBY anticipates 33 Westchester Place will complete construction sometime in the first half of 2025.

  2. Sure there are lots of shinny new buildings going up in New Rochelle – but the street level is dirty, ugly, depressed, and unsafe in some areas. Not sure who wants to live there. As a kid, New Rochelle was pristine and beautiful. On the plus side – there are dozens of mom and pop Latin Food places to eat. Hey – I moved to the beautiful State of Florida ! I only visit family in Westchester.

  4. Wow, this going to be a tall one! I pretended to be a potential tenant and got a tour of their tower that’s just opened at 64 Centre, The Arc, had a gorgeous rooftop! Also, kinda like a lux hotel with an executive floor, all of the 16th, for doing your homework, made it really feel like someplace special. The apartments were nice, very Manhattan-style, but I guess it’s all about the amenities there. I mean you could just live indoors forever… Gym, yoga room, dog walk, you name it.
