NYPD Parking Lot To Be Repurposed For Affordable Housing Development In East Village, Manhattan

The New York City Department of Housing Preservation and Development (HPD) has issued a Request for Proposals (RFP) to redevelop 324 East 5th Street in Manhattan’s East Village into affordable housing. The site, currently used as a parking lot for the NYPD’s 9th Precinct, spans more than 11,000 square feet and sits between First and Second Avenues.

This RFP is part of HPD’s broader initiative to convert underutilized public land into affordable housing. Similar efforts have been launched in Brooklyn and The Bronx, targeting parking lots for redevelopment. For the East Village site, HPD engaged nearly 400 community members through surveys and public workshops. The feedback emphasized a strong demand for deeply affordable housing, along with amenities such as childcare, a senior center, or a community space on the ground floor, and a desire for integrated green space.

Located in Manhattan Community District 3, the site is close to Tompkins Square Park and several local schools, including The Neighborhood School, PS 19, and George Jackson Academy. Nearby transit includes the F train at the 2nd Avenue station a few blocks away and the 6, B, and D trains at the Bleecker Street, Astor Place, and Broadway-Lafayette stations all within a half-mile radius.

“Every single day, New Yorkers are counting on us to rise to the challenge, and on East 5th Street, we are doing just that,” said Acting HPD Commissioner Ahmed Tigani. “With this RFP, we’re continuing to press forward on our commitment to use every tool at our disposal—public land, public dollars, and public input—to deliver truly affordable housing in every corner of our city.”

    Great, now the NYPD can park on the sidewalk.

    Surface parking lots are a ridiculous waste of precious space for more housing and should be taxed to encourage change. Many big NYCHA housing projects also have surface parking lots that could have multi-level housing built above. Land at no cost is a most obvious opportunity.

  5. Keep building lottery houses and the market-rate rental prices keep going up through the roof

  6. I worked in the 9th Precinct for 20 years. We served the community every day, most of us could not afford to live in Manhattan so we lived in the outer boroughs and some long island, we worked double shifts , midnight shifts, days off , the parking lot provided one less stress that we had to deal with, there are plenty of empty government buildings they could have repressed. A little gratitude and small conveniences for the men and women that serve and protect your families is not that much to ask

  7. Village View is a Mitchell-Lama housing complex, originally built by NYCHA.

  8. I’m super YIMBY but uh… where are they going to park now?

    Why not make the bottom floor a parking garage and then build housing on top?
