Construction is underway on 30 West Street, an all-affordable six-story housing development in Haverstraw, Rockland County. Designed by Aufgang Architects and developed by Westhab, the 79,000-square-foot structure will yield 81 rental apartments in studio to three-bedroom layouts, including 20 supportive units for formerly homeless residents. The $53 million project will also include parking for approximately 142 vehicles, with 82 reserved for the community. The homes will be available for households earning ranging from 30 to 60 percent of the area median income (AMI). The property is bounded by West Street, Fairmount, and Maple Avenues.

The above main aerial rendering looks north along Maple Avenue, previewing a T-shaped massing set above a parking podium. A significant portion of the upper levels will rest upon perimeter columns, creating additional parking space. A setback at the southeast corner will be topped with a terrace, and the structure will culminate in a flat roof with photovoltaic arrays and two bulkheads.

Below is a street-level view looking south along West Street, followed by another rendering looking southeast along Maple Avenue. The façade will be composed of a mix of red brick and dark gray metal paneling surrounding a grid of punched windows. Portions of the brick envelope will feature perforated bond patterns to allow ventilation into the parking areas. New tree-lined sidewalks will surround the property.

The units will consist of 20 studios, 20 one-bedrooms, 33 two-bedrooms, seven three-bedrooms, and one unit for the superintendent. Homes will support low- to middle-income workers including professionals such as teachers, healthcare workers, retail clerks, service professionals, and tradespeople, among others.

The all-electric structure is being engineered to meet Passive House standards. Heating and cooling will be provided via air source heat pumps and energy recovery ventilators (ERVs) will be used for filtered fresh air. Sustainability measures will include a 100 kilowatt photovoltaic array, ENERGY STAR certified appliances, ultra-high-efficiency LED lighting, water-saving low-flow plumbing fixtures, continuous insulation, high-performance triple-pane windows, and EV charging stations.

Westhab is the largest non-profit developer of affordable housing and provider of related community development services in the Hudson Valley. The Village of Haverstraw and Westhab agreed to a a 99-year ground lease for the property, which includes no acquisition cost and no ongoing lease payments to ensure that the project is financially feasible.

The site is close to public transportation, including several bus routes along West Street and Maple Avenue.

30 West Street is expected to be completed sometime next year.
