Construction is finished on the Staten Island Districts 1 and 3 Garage, a two-story municipal facility at 1000 West Service Road in Fresh Kills, Staten Island. Designed by TEN Arquitectos and Andrea Steele Architecture and delivered by the New York City Department of Design and Construction for the Department of Sanitation, the structure spans 140,000 square feet and consolidates operations for two of the borough’s three sanitation districts. Completion clears the way for a former garage site at 539 Jersey Street to be redeveloped into 232 affordable homes, public open space, and a grocery store, removing heavy sanitation truck traffic from the residential blocks of New Brighton.
Renderings show the garage as two stacked, offset volumes, with a corrugated metal enclosure floating above a dark concrete base that establishes a sense of human scale across the expansive façade. The roof plane carries roughly 30,000 square feet of photovoltaic panels and 5,500 square feet of solar thermal collectors, according to the project’s MEP engineer, and the stormwater strategy weaves together grasslands, woodlands, and wetlands to tie into the surrounding ecosystems of Freshkills Park. The design received a 2019 Award for Excellence in Design from the New York City Public Design Commission.
Interior program includes personnel offices, muster areas, lunch facilities, and locker rooms for staff working around the clock. The $230 million complex also includes a fueling station, a salt shed with capacity for 4 million pounds of road salt, upgraded household special waste and recycling drop-off facilities, and expanded parking for DSNY vehicles.
The property sits within the 2,200-acre Freshkills Park assemblage, which James Corner Field Operations is transforming from what was once the city’s principal landfill into a park nearly three times the size of Central Park.
