Construction is underway on Gail P. Duke Senior Residences, also known as Livonia C3, a new affordable residential building at 350 Livonia Avenue in Brownsville, Brooklyn. Designed by Magnusson Architecture and Planning and developed by Catholic Charities Progress of Peoples Development Corporation, the property is part of a broader four-building development, and will yield 142 affordable apartments for seniors and formerly homeless individuals. Construction officially broke ground in August 2024 and is expected to be completed by mid-2026, with a total cost of $142 million.
The all-electric building will span 138,000 square feet and will be designed to meet Passive House standards, integrating heat pump water heaters, a central VRF system, energy recovery ventilators, and solar PV panels for on-site energy generation. It will also feature battery storage for backup power during outages. Livonia C3 has already been recognized for its sustainable design, winning a NYSERDA Buildings of Excellence award and meeting Enterprise Green Communities 2020 criteria.
In addition to housing, the development will include an 10,000-square-foot older adult center, which will serve as a community hub and provide programming for seniors and serve as a climate resiliency resource during extreme weather events or power disruptions.
Transit nearby 350 Livonia Avenue includes subway stations served by the 3 and L trains.

Extremely telling and unfortunate that all of these formerly homeless buildings and homeless shelters are getting dumped in Brownsville and not more evenly placed throughout the city.
