The 15th-tallest building on our year-end construction countdown is Lumen LIC, a 754-foot-tall residential skyscraper nearing completion at 23-15 44th Road in Long Island City, Queens. Designed by Hill West Architects and developed by FSA Capital, the 66-story structure spans 855,400 square feet and yields 938 rental units with an average scope of 910 square feet. The project will also include lower-level office space and 17,400 square feet of ground-floor retail. The residential inventory is planned to include 282 affordable housing units. The property is alternately addressed as 43-30 24th Street and located along 44th Road between 23rd and 24th Streets.
The tower’s reflective glass curtain wall has been fully finished since our last update in July, when crews were filling in the gap where the construction hoist was formerly attached. Work has now shifted to the podium, which features a contrasting red brick façade. The last section of the base was constructed over the last few months at the southeast corner of the site, but remains covered in scaffolding and netting as exterior work progresses.

Apartments begin on level four and house up to 16 units per floor.
Amenities include a 75-foot-long temperature-controlled indoor swimming pool; a spa with a sauna, massage room, and steam room; and a fitness center with private yoga and Pilates classes, aquatic fitness lessons, and group weight and cardio classes. Pet care services include a pet space, dog walking and daycare, grooming, behavior training, and veterinary house calls.
Concierge services include move-in assistance, housekeeping, home office tech support, furniture assistance, in-home chefs and catering, in-home salon services, and personal shopping. Other amenities include a children’s playroom, laundry room, a third-floor common space with a business center, a secondary residential lounge with a demonstration kitchen, and a landscaped outdoor terrace on the fifth floor. There will also be a private parking garage for 39 vehicles, a 280-bike storage room, and additional storage space.
FSA Capital purchased the 79,250-square-foot full-block parcel for $200 million from Stawski Partners in March 2022 and later secured a $364 million construction loan from Wells Fargo to complete the project. JLL is handling marketing and leasing for the office component.
The nearest subways from the property are the G and 7 trains at the Court Square station and the E and F trains at the Court Square–23rd Street station.
Residential occupancy has already begun. YIMBY expects construction to fully conclude sometime in the first half of 2026.

Beautiful views of Manhattan. Gosh, I remember when the green ‘Citibank’ tower was the only new building in that area. It’s a good change.
I remember for years when people wondered when LIC would take off. Well, it finally happened. Fifty years ago, the place had factories such as Circle F electrical components, Swingline Staplers, and a bra producer. All of these are gone now.
I remember when the green ‘Citibank’ tower was ridiculed as the silly “Asparagus Spear.” Now it looks positively brilliant compared to the garbage that has risen around it.
