Sales have launched at The Windsor, a nine-story condominium development at 23 Ocean Parkway in Windsor Terrace, Brooklyn. Designed by Gene Kaufman Architects and developed by Local Development Group, the red-brick building will include 98 studio to three-bedroom condos and more than 18,000 square feet of indoor and outdoor amenities. The property is located between Coney Island Avenue and East 8th Street, diagonal from the southwest corner of Prospect Park.
Amenities include a game room, children’s playroom, media screening room, entertainment suite, coworking suite, fitness center, landscaped courtyard, and two rooftop parks with dining, lounge, barbecue, bocce, and lawn areas. Additional services will include a part-time attended lobby, cyber doorman, package room, cold storage, pet spa, and optional parking, private storage, and bicycle storage.
Residences at The Windsor feature 9-foot ceilings, oversized casement windows, wide-plank white oak flooring, in-unit washers and dryers, and energy-efficient HVAC systems with zoned controls. More than half of the condos will include private outdoor space.
The building is located across from Prospect Park, the Prospect Park Tennis Center, and the Prospect Park Parade Ground. Anticipated occupancy is slated for the fourth quarter of 2026. The closest subways from the site are the F and G trains at Fort Hamilton Parkway and the B and Q trains at Church Avenue.

Did Gene Kaufman get a talent transplant? This building is actually not terrible, which is saying a LOT coming from, hands down, New York City’s worst architect. Kaufman is so bad, I actually refuse to believe these renderings. Stay out of Brooklyn, Gene.
windsor terrace needs truly affordable housing not more high price apartments, I hope the new mayor help change this going forward
You sound like one of those “Housing not High Rises” folks that opposed Arrow Linen. Windsor Terrace needs HOUSING, full stop. All kinds. If you don’t want the wealthy folks to buy up houses and convert them to single family, then giving them brand new market rate apartments to choose from is an excellent solution. You’re not going to solve the housing crisis building just affordable. Plus, who pays for it and how??

– I would be very wary of building anything in the building. They paused construction for a long time, leaving the building exposed to the elements.
