Design-Build Team Selected For Renovation Of Hylan Houses In Bushwick, Brooklyn

The New York City Public Housing Preservation Trust has executed a contract with Technico Construction Services to plan the modernization of Hylan Houses, a 19-story public housing building in Bushwick, Brooklyn. The contract, which follows the Trust Board’s approval on June 10, marks the first use of the progressive design-build project delivery method at a NYCHA property and encompasses renovations to 209 apartments across the single tower. Hylan Houses is the fourth NYCHA development to vote for the Trust, with residents approving the conversion in April 2025.

Progressive design-build is a multi-phased delivery method in which the owner retains a design-builder early in the project lifecycle through a primarily qualifications-based selection, after which the project team develops the final design and construction contract price together following a preliminary scoping and site validation phase. The method was authorized under the Public Housing Preservation Trust legislation. In essence, this allows the Trust to bring designers, builders, and residents to the table before the scope and price are fixed, rather than bidding out a completed design.

Residents of Hylan Houses have been engaged in the planning process since August 2024 and will provide input on the design, including finishes and colors, with a resident advisory council supporting communication during the renovation. The final scope is required to address all pillar areas identified in NYCHA’s 2019 agreement with the U.S. Department of Housing and Urban Development.

Under the Trust, the development remains 100 percent public and is converted to the federally funded Project-Based Section 8 program, with residents retaining their rights, including permanently affordable rent. The design, financing, and construction process is expected to be completed in 2029.

    Most of the NYCHA horror story news segments I have seen on TV involve leaking drain pipes. These cause plaster on lower floors to fall, paint to peel, and mold. It seems a little plumbing work would go a long way in improving conditions.
