The City Planning Commission has approved The Frances, a 21-story mixed-use residential building at 100-12 Queens Boulevard in Forest Hills, Queens. Designed by Fogarty Finger and developed by Benenson Capital Partners, the nearly 280,000-square-foot structure will yield 390 rental units, with 100 designated as affordable housing. The project will also include roughly 16,200 square feet of retail and will introduce upgrades to the surrounding infrastructure. The 26,000-square-foot property is bounded by 67th Avenue and 67th Road and features 260 feet of frontage along Queens Boulevard.
The renderings preview a rectangular massing with angular pleating. The façade will be composed primarily of red brick surrounding a grid of windows with protruding metal frames. The first two stories and sections of the upper levels above the main setback will be clad in light gray stone.

The site is currently occupied by a row of one-story commercial structures with ten storefronts. Benenson Capital Partners has owned the property since 2001. In June, Queens Community Board 6 approved a Land Use Committee that will work alongside the developer to help the current retail tenants relocate during construction. The businesses will then be given priority to occupy the new retail component.

The development site is located in close proximity to the M and R trains at the 67th Avenue station. Public infrastructure upgrades will include widening the sidewalks, planting new trees, and upgrading the bike lanes.
The Frances is named after Frances Benenson, the mother of Charles B. Benenson, who founded the Frances and Benjamin Benenson Foundation in 1983. The name also honors her husband Benjamin who first established the Benenson Realty Company in 1905.
The next step for The Frances is a final legislative vote by the City Council within 50 days. Should the plan be rejected, the project could be built as an “as-of-right” structure with 130 market-rate units and a 109-vehicle parking garage.
