The City has issued an RFP for the first phase of the Creedmoor Mixed-Use Project, a major redevelopment of the 125-acre Creedmoor Psychiatric Center campus at 79–25 Winchester Boulevard in Bellerose, Queens. The RFP seeks a development team to deliver a 100-percent affordable community with a mix of rental units, supportive housing, and homes for purchase. The project is being guided by the community-driven Creedmoor Community Master Plan and supports Governor Kathy Hochul’s broader housing agenda.

Beyond residential space, the development will also feature retail space, community facilities such as early childhood and older adult centers, open space, and structured parking. The project must meet sustainability goals aligned with the Climate Leadership and Community Protection Act and is encouraged to include local hiring and participation from M/WBEs and SDVOBs. Phase one covers the Hillside Avenue frontage and portions of Avenue C, where six vacant or partially occupied buildings are slated for demolition.

This initial phase builds on the Creedmoor Community Master Plan, published in December 2023, following community engagement led by ESD and Queens Borough President Donovan Richards. More than 400 residents and over 30 organizations participated in shaping the plan. The ESD Board approved the Master Plan in October 2025, followed by the Public Authorities Control Board in November 2025. State funding through the NY-RUSH initiative is available to support infrastructure, demolition, and site preparation.

“Creedmoor represents an opportunity we must seize to address our housing crisis: repurposing underused State land into new affordable homes for the families who need them,” Governor Hochul said. “With this RFP, we’re advancing a community-driven plan that delivers housing, open space, and services while strengthening the fabric of Eastern Queens.”

Proposals are due by March 18, 2026.
