Construction is finished on 30 Inspiration Lane, the 15-story first phase of the Innovative Urban Village affordable housing development in East New York, Brooklyn. Designed by Practice for Architecture and Urbanism (PAU) and SLCE Architects and developed in a joint venture between the Christian Cultural Center, the Gotham Organization, and Monadnock Development, the 150-foot-tall structure spans 437,000 square feet and yields 385 rental units reserved for households earning between 30 and 80 percent of area median income. The project also includes nearly 17,000 square feet of ground-floor commercial space anchored by a full-service grocery store, and 82 below-grade parking spaces.

Since our last update in April, when the affordable housing lottery launched for 291 of the building’s units, crews have completed construction and the Department of Buildings issued a certificate of occupancy on July 24. Governor Kathy Hochul, Mayor Zohran Mamdani, and the development team gathered on site this week to cut the ribbon on the $270 million building.

At the same ceremony, the partners marked the topping out of Phase 1B at 35 Inspiration Lane, where construction has been underway since April 2025. Spanning roughly 493,000 square feet across two buildings, the phase will yield 453 additional affordable homes, along with 12,600 square feet of community facility space intended for childcare, 10,250 square feet of retail and commercial space, a 9,500-square-foot playground, and 102 below-grade parking spaces. Phase 1B’s anticipated completion date is slated for June 2027.

Renderings show the Phase 1A façade as a rationalized brick grid, a system PAU derived from the constraints of the block-and-plank structural system and HPD’s light-and-air requirements. Along the development’s new interior street, two-story maisonettes with front stoops back up against the residential towers, while ground-floor retail lines the avenue frontages. The building incorporates all-electric heating and cooling, rooftop solar panels, green roofs planted with drought-resistant vegetation, electric-vehicle charging stations, low-flow fixtures, LED lighting, and ENERGY STAR appliances. Amenities include a fitness center, a residents’ lounge, a children’s playroom, a computer room, bike storage, on-site laundry, and an outdoor terrace.

In June, the development team filed plans for Phase 2, which calls for 599 permanently affordable homes across three buildings, including 206 senior apartments, along with a community facility, retail space, and the master plan’s central publicly accessible quad.

At full build-out, Innovative Urban Village will bring nearly 2,000 permanently affordable homes across ten buildings to the campus, plus a performing arts center, a workforce development center, roughly three acres of publicly accessible open space, and new streets and pedestrian routes tying into the surrounding East New York grid. The later phases are anticipated to finish by 2031. The project also advances the Mamdani administration’s Block by Block housing plan released in May, which calls for creating 200,000 affordable homes and preserving 200,000 more over the next decade.
