RFP Begins For 388 Hudson Street In Manhattan’s West Village

New York City has officially started the Request for Proposals (RFP) process for 388 Hudson Street, an affordable housing project planned for Manhattan’s West Village. Announced by Mayor Eric Adams as part of his “Manhattan Plan,” the project aims to transform an underutilized site into a mixed-use development featuring hundreds of affordable housing units and a 45,000-square-foot recreation center with an indoor pool, gymnasium, and other wellness facilities. The property is currently owned by the Department of Environmental Protection (DEP) and will require rezoning to allow for residential use. The site is located between Clarkson and West Houston Streets.

Under preliminary plans, the northern portion of the lot will house the main structure, while the southern portion will be developed separately into a public plaza with greenery, seating, and community gathering space. More than 500 residents have contributed to plans through workshops, meetings, and surveys. A Community Visioning Report released in 2024 highlighted the neighborhood’s demand for an indoor recreational facility, especially given the closure of the nearby Tony Dapolito Recreation Center. Once a developer is selected, residents will have opportunities to provide feedback on the recreation center’s programming.

The city’s RFP process is open until May 9, 2025, with proposals being evaluated based on feasibility, affordability, and alignment with the local community. This project is part of a broader effort by the Adams administration to utilize public land for housing solutions, complementing other programs aimed at accelerating development and cutting traditional delay time.
