A huge vacant lot in the heart of Arverne, in the Rockaways, is about sprout a seven-story apartment building. Benjamin Companies and Beechwood Organization have filed plans for an 88-unit building at 6804 Tides Road, a newly created street off Rockaway Beach Boulevard between Beach 68th and 69th Streets.
