Six-Story, 110-Unit Residential Building Planned at 22 Burling Lane, New Rochelle

ELD Properties and Equity Land Developers are planning a six-story, 110-unit residential building at 22 Burling Lane, in downtown New Rochelle. That’s in southern Westchester County. Dubbed Millennia, the project will have rental apartments ranging from studios to two-bedrooms, 11 of which will rent at below-market rates as affordable housing, Westfair reported. Amenities will include a fitness center, a yoga room, a business center with conference rooms, a lounge, private residential storage space, a pet park, and a 146-car parking garage. The developers also want to build a path along the New England Thruway (I-95) that connects to a park they’re planning at the end of Burling Street. The park will include an existing pedestrian bridge, expected to be reopened, that crosses the Thruway. The assemblage at 22-26 Burling Lane includes a two-and-a-half-story house and a three-story office building. Demolition is expected to begin in the next few weeks, with completion of the new building scheduled for 2017. The city’s Metro-North Railroad station is on the other side of the Thruway.

Renovation Begins on 17-Story, 573-Unit Surfside Gardens Public Housing Complex, Coney Island

Yesterday, the New York City Housing Authority (NYCHA) broke ground on a $41 million renovation project of the 17-story, 573-unit public housing complex called Surfside Gardens (officially Coney Island I, Sites 4 & 5) at 2947 West 28th Street, on western Coney Island. The project, funded by the Federal Emergency Management Agency (FEMA), is intended to repair damage sustained during Hurricane Sandy. It will also upgrade the building to better mitigate future storm damage, the Brooklyn Daily Eagle reported. The entire roof will be replaced, the façade will get a new look, backup power generators and new infrastructure will be installed, outdoor recreational areas will be upgraded, and new security measures will be installed. In addition, the Surfside Community Center will get an extensive renovation. James McCullar Architecture is behind the renovation’s design.

Last week, developer Bronx Pro Group filed plans for an affordable, senior housing development that would replace an abandoned church at 1017 Home Street, in a South Bronx neighborhood known as Foxhurst.

City to Consider Rezoning Gowanus for More Residential Development

The administration of Mayor Bill de Blasio is now looking into proposing the rezoning of the Brooklyn neighborhood Gowanus, Politico reported. Beginning this fall, the Department of City Planning will conduct a study of the neighborhood. Following the completion of the study, the city will decide whether or not to officially propose a rezoning and begin the review and approval process. Between 2013 and 2015, local politicians met with community leaders and residents to discuss future changes to the neighborhood. The analysis, called Bridging Gowanus, determined more residential development would be acceptable only if affordable units are mixed into the new construction and existing manufacturing and office spaces are retained. If an official rezoning proposal is eventually launched, it should take roughly seven months for it to be passed.

Foundation Work Underway for Essex Crossing’s 14-Story, 55-Unit Mixed-Use Building at 242 Broome Street, Lower East Side

Foundation work is now underway for the 14-story, 55-unit mixed-use building under development at 242 Broome Street (a.k.a. Site 1), located on the corner of Ludlow Street on the Lower East Side. The construction progress can be seen thanks to photos posted to the YIMBY Forums by user rbrome. The latest building permits indicate the new building will encompass 180,646 square feet. There will be 40,326 square feet of commercial-retail space across portions of the cellar through third floors. A bowling ally operated by Splitsville Luxury Lanes is expected to lease a significant amount of space. In addition, there will be 17,735 square feet of community facility space on the second through fourth floors. The space was once reserved for the Andy Warhol Museum, but plans for it have fallen through.

Senior Housing Set to Replace Abandoned South Bronx Church at 1017 Home Street

On a cold January day in 2009, a pipe burst and flooded the boiler of the Home Street Presbyterian Church, in the Foxhurst section of the Bronx. A small electrical fire destroyed the boiler for good, and the company that insured the church failed during the Great Recession. Facing a winter without heat and lacking the funds to repair the boiler, the congregation scattered to other churches in the South Bronx, and the little chapel on Home Street was abandoned. Now, the 1910 structure will be demolished to make way for affordable senior housing.

It’s been nearly a year since builder William Weigand filed plans for a five-story, mixed-use building at 244 East 198th Street in the Bedford Park section of the Bronx. Now, Weigand has submitted applications for a slightly larger and taller building at 244 East 198th Street, on the border with Fordham North.

Affordable housing projects are cropping up on vacant lots all over the South Bronx, and today’s development will rise at 294 East 162nd Street, between Morris and Teller avenues in Melrose.

Developer Proposes 60-Story, 741-Unit Mixed-Income Residential Tower at 271-283 South Street, Lower East Side

On the heels of news of a 66-story, 718-foot-tall building planned at 260 South Street, there is more high-rise news from the Lower East Side. It has been revealed that, in the spring, the Starrett Corporation filed pre-applications with the Department of City Planning for a 60-story, 741-unit residential tower at 271-283 South Street, located on the corner of Clinton Street. The preliminary plans, which the developer states are in the exploratory stage, indicate the building would measure 620,000 square feet, the Lo-Down reported. Since the project is also expected to benefit from the city’s Mandatory Inclusionary Housing (MIH) program, at least 20 percent of the units will be designated as affordable housing. Air rights first have to be transferred to the site from around the block. The 20,177-square-foot property is currently vacant. The East Broadway stop on the F train is located four blocks away.

66-Story, 1,400-Unit Mixed-Income Residential Tower Planned at 260 South Street, Lower East Side

Two Bridges Associates (a partnership between L+M Development Partners and the CIM Group) filed pre-applications earlier this year with the Department of City Planning for a 66-story, 1,400-unit residential tower at 260 South Street, on the Lower East Side. The building, which is in the early stages of development, will encompass 1.1-million square feet and stand 718 feet in height, the Lo-Down reported. Twenty-five percent of the project’s residential units, or 350 apartments, will be designated as affordable housing. The structure would be built on an existing parking lot along South Street. An underground parking garage would be built to retain the spaces. In addition to a new tower, the project includes expanding the retail footprint on the ground floors of 265 Cherry Street and 275 Cherry Street, two existing 26-story residential towers (called Lands End II) with 491 apartments located on the northern end of the property. Rutgers Park, located on the western end, is also expected to see a renovation. It’s unclear whether the project requires approval via the city’s Uniform Land Use Review Procedure (ULURP).
